Your Impact
Are you passionate about driving excellence in IT project delivery? The Pennsylvania Turnpike Commission is seeking a PMO Manager to lead our Project Management Office within the Technology & Innovation Management team. This is a hands-on, highly collaborative leadership role, responsible for operational oversight, governance, and continuous improvement of IT project management practices across approved technology initiatives.
What You’ll Do
- Lead, maintain, and continuously improve the IT project management methodology, including lifecycle phases, stage gates, standards, templates, deliverables, reporting expectations, roles, and escalation paths.
- Ensure project management standards are consistently applied across all approved projects and programs, covering scope, schedule, budget, resource allocation, risk, issue management, change control, communications, quality review, and closeout.
- Assign project management resources to approved projects, balancing workload and accountability across PMO staff, consultants, and dotted-line resources from other IT teams.
- Form and facilitate project teams with business owners, IT leaders, consultants, vendors, SMEs, and stakeholders; clarify roles, decisions, communications, deliverables, and escalation procedures.
- Oversee active IT projects and programs to ensure alignment with approved scope, schedule, budget, resources, risks, issues, dependencies, standards, and strategic objectives.
- Use ServiceNow, Qlik dashboards, Microsoft Office 365, Teams, and AI-enabled tools to monitor project health, milestones, risks, issues, decisions, change requests, resource needs, and delivery performance.
- Identify, escalate, and resolve delivery risks, resource conflicts, defects, disconnects, and issues; ensure all are documented and addressed before production release or closeout.
- Provide PMO reporting and executive updates on project health, risks, resource needs, schedule changes, budget impacts, delivery trends, and decisions required; maintain project data quality in ServiceNow, Qlik, and related reporting tools.
- Support organizational change management and stakeholder readiness by coordinating project communications, adoption planning, impact awareness, and resistance mitigation.
- Manage and organize the PMO unit, including supervision, performance management, assignment delegation, work product review, coaching, staff development, and consultant oversight.
- Build PMO capability through mentoring, standards development, tool adoption, training, lessons learned, AI-enabled automation, reporting metrics, and continuous improvement.
- Maintain a hands-on leadership style that combines people management with practical involvement in project governance, ServiceNow workflows, Qlik reporting, escalation management, and methodology improvement.
What You Bring
- Strong experience in IT project management, PMO leadership, or similar roles.
- Proficiency with ServiceNow, Qlik, Microsoft 365, and modern collaboration/automation tools.
- Exceptional communication, documentation, and stakeholder engagement abilities.
- Experience managing staff or consultants supporting project delivery, governance, or methodology improvement.
Qualifications
- Ten (10) years of experience in information technology, project management, business analysis, business relationship management, solutions management, resource/budget management, or policy analysis; OR
- Six (6) years of experience in information technology, project management, business analysis, business relationship management, solutions management, resource/budget management, or policy analysis AND a bachelor’s degree in information technology, business administration, information systems, public administration, or related field.
- Equivalent combination of education and/or experience may be accepted.

The Commission requires all employees to establish PA residency within 6 months of hire and to maintain PA residency, regardless of Flexible Work Options.
